The Political Economy of Technology Transfer Rules of the US-China Phase One Trade Agreement: Competition of Global Technology Leadership

Over the past four decades, Intellectual Property (IP) has been one of main controversies US-China trade relations. But current war contains a new focus – technology transfer. This article adopts socio-legal and economic approach to examine tensions between these two countries why China became an Information Technology (IT) powerhouse. It first provides overview IP transfer rules under Phase One Economic Trade Agreement (POA). then explores different forms forced activities in-depth reasons for US shift its concerns from enforcement explains is inevitable, IP-trade significantly previous ones, political behind global leadership competition by countries.
